BPA’s Statement on Ethical Car Park Management

The British Parking Association (BPA) recently released a statement on the importance of ethical car park management, following Chief Executive Andrew Pester’s appearance on BBC One’s Watchdog as part of a feature on the use of automatic number plate recognition (ANPR) systems by private parking operators.

An Independent Appeals Service

The statement issued by the British Parking Association addressed the importance of ethical car park management, labelling it as “essential for a better parking experience”.

In accordance with this, all members of the British Parking Association who manage parking on private land are automatically subscribed to POPLA, which is an entirely independent appeals service. POPLA was launched in 2012 and, since then, has processed over 200,000 appeals, 50% of which were won by the motorist as opposed to the operator.

Allowing for Human Error

In the BPA’s statement, mention is made to the possibility of a parking charge notice (PCN) being issued as a result of human error, saying, “we do recognise that errors can occur and they can be upsetting for the motorist.”

“In many cases, parking tickets are cancelled by the operator when they are given additional information,” said the BPA. We can confirm that, with HX Car Park Management, this is absolutely the case. Not only that, but in every instance of a PCN being issued, we will actively assess the possibility of human error. To this end, if the number plate entered by the motorist displays up to two characters’ difference from the number plate of the vehicle in question, we will automatically dismiss the case as human error and recall the relevant parking charge.

Sir Greg Knight MP’s Code of Practice Bill

The British Parking Association stated that it “remains committed to raising standards in the management of parking in private land.” To this end, the BPA has spoken in favour of Sir Greg Knight MP’s Private Members Bill, which will enforce a universal code of practice across all car park management firms in the UK.

This Bill will help to raise the standards of our country’s car park management firms and, for this reason, HX Car Park Management is also in full support of the Bill.
